Decarbonisation pathways for local authorities, citizen and businesses

What is LOCALISED

LOCALISED is a European-funded research project which is developing end-user products and services for local and regional administration and their citizens as well as policy and business decision-makers in ad co-design process by

  1. providing downscaled national decarbonisation trajectories, consistent with Europe’s net-zero target
  2. helping to upscale the definition and implementation of mitigation and adaptation measures at local level, the establishment of Sustainable Energy and Climate Actions Plans (SECAPs) and the monitoring of related Sustainable Development Goals.

The LOCALISED project targets the NUTS-3 administrative level for all Europe, to help regions and their local administrations and businesses understand what options they have to identify and mitigate the impacts of climate change, and how these can be implemented, taking into account energy justice.

By doing so, the LOCALISED project is contributing to achieving the goals of the European Green Deal on reducing its net greenhouse gas emissions by at least 55% by 2030 (compared to 1990 levels) in a fair way, leaving no one behind.

For whom

LOCALISED activities and results are useful for everyone studying, improving, and implementing climate change mitigation and adaptation measures at the local and regional levels in Europe. We offer information for:

  • Local and regional public administrations and public technical bodies as wel as, consultancies and sectoral associations, that are responsible for urban planning, energy planning, and transport planning, especially those facing limited resources or lacking information;
  • Local and regional businesses and business associations showing a growing interest in planning their carbon reduction;
  • Academicians, including social, adaptation and behavior scientists, persons engaged in participation research and gender studies, and climate, mitigation, and energy modelers
  • Interested citizens and public groups seeking new forms of participatory innovation.

Our research areas

LOCALISED will establish a reliable framework depicting the current status of the energy sector at the NUTS-3 level to plan feasible future scenarios and monitor the changes from real data. Providing information at lower scales needs to strike an adequate balance between:

  • downscaling existing information on mitigation, adaptation and impacts;
  • designing of innovative information products and tools for targeted focus groups.

Tools

LOCALISED invites you to participate in the co-design of two web applications: the Decarbonisation Profiler for local and regional administrations and their citizens and the Net-Zero Business Consultant for local and regional businesses and business associations. The tools will go the “last mile” to bringing decarbonisation knowledge to end users. The launch of their final version is planned for the beginning of 2025.

LOCALISED is a European-funded research project which started its activities in October 2021 and will run for 4 years. We as a project intend to make an important contribution to local decarbonization information.

Specifically, the objective of LOCALISED is to downscale national decarbonization trajectories consistent with Europe’s net-zero target to the local levels and provide the results to local authorities, citizens and businesses, in a way that will accellerate the uptake of mitigation and adaptation actions. To this end, the project will create the following effective and understandable tools that will transform localised data into possible decarbonisation pathways by 2030 and 2050 into knowledge for action:

  • Decarbonisation Profiler for municipalities, regions and their citizens, providing information in all 24 EU languages
  • Net-Zero Business Consultant tool

The tools will allow local authorities and policy-makers as well as citizens and businesses to:

  1. identify viable combinations and best practices of (sectoral) mitigation and adaptation measures for every NUTS3 region in Europe that will help reach the goals of the downscaled pathways
  2. introduce an adapted-to-case service for implementing and monitoring Sustainable Energy and Climate Action Plans (SECAPs). This will close an existing gap as the few currently available European platforms providing information on energy transition to net-zero in Europe have limited their scope and results to the national level (EUCalculator, INNOPATHS, CTI-2050), which is of little use at the level where the changes must be implemented.

The project will also educate EU citizen groups on how climate change and different EU net-zero scenarios positively and negatively affect their life and what share of mitigation can be enhanced via key behavioral changes.
